Clinical & Quality Oversight

Clinical & Quality Management (CQM) is staffed with medical doctors, public health nurses, health program analysts and health educators to develop, monitor and disseminate the most up-to-date and medically accurate recommendations of HIV and STD treatment and care. CQM staff work collaboratively with the Commission on HIV to develop and implement the HIV/AIDS Standards of Care and host a quarterly Medical Advisory Committee providing a forum for medical and public health professionals to advise DHSP in the development and implementation of HIV and STD care, treatment and prevention programs, and HIV and STD related quality assurance and quality management policies.

HIV & STD Surveillance

All mandatory HIV and STD disease surveillance is managed by the surveillance team in the HIV and STD Surveillance section, which includes mandatory reporting data, bio-behavioral surveillance, and supplemental surveillance activities, to paint a detailed picture of the HIV and STD syndemic in LAC. Surveillance keeps updated HIV and STD data dashboards that reflect ongoing changes in the syndemic and conducts frequent analyses to spot trends and disease clusters in order to influence programming and policy-making.

Programs & Services

Programs & Services encompasses the Direct Community Services (DCS) and Contracted Community Services (CCS) teams. CCS is responsible for managing all the contracts awarded to provide HIV prevention and care services and providing programmatic direction for all prevention and care services delivered assuring the highest possible standards for health services delivery. DCS staff provide direct HIV and STD testing and education, Linkage and Re-engagement Program services, and Partner Services.

Planning, Development & Research

Planning, Development and Research (PDR) is the area within DHSP primarily responsible for the collection, analyses and dissemination of HIV and STD-related data for developing effective programs, evaluating programs and investments, identifying and managing resources to support programs and services, and developing strategic plans and leveraging funding and partnerships to fully understand and address the intricacies of the HIV and STD epidemics in Los Angeles County (LAC) in order to improve health outcomes and reduce inequities in disease burden across communities in LAC. This vast scope is managed through five sections: Grants Administration; Strategic Planning;

Research and Evaluation; Solicitations Development; and Data Systems and Informatics.

Operations

The Operations area within DHSP is responsible for major functions that allow the division to carry out all other activities through recruitment, staff utilization, contract development and management activities, budgeting, and both internal and external liaising. Sections in this area include Administrative Services, Contract Administration, and Financial Services.
